Philadelphia Park Gets Cited
Philadelphia Park has received two
violations – one for a slot machine
error and the other for an unlicensed
worker. The casino opened in December,
and these are the first violations for
the company. Depending on how the Gaming
Control Board views these violations
will ultimately set how they react to
future enforcements as well.
The first violation was when Steven
Wilkinson won $102,000 according to the
slot machine he was playing. The casino
said he had not won, that it was an
error on the slot machine. Then they
said that it was an internal error, and
it was the software they were using that
said he won. The casino paid the slot
machine amount to the man for the full
amount five days later. However, the
Board still cited the casino.
Then they allowed an unlicensed
employee, James L. Minster, to work at
the casino, which is illegal. Minster is
the player development executive, but
had not passed his criminal background
check or character assessment yet, so
should not have been on the floor. The
casino has 20 days to respond, at which
point they can request a hearing if they
want.
At this point the citations go before
the gaming board, and their six members
decide how the two complaints should be
handled. They could end up with a
hearing, or they could just end up with
a consent agreement, but it will depend
on how the slot machine casino responds
and how the board chooses to handle it.
